How do I disable HotSpot on my child’s device through screetime controls?

I turned off the wifi on my son's devices and turned on the screentime restrictions as a punishment for a bad grade. Yet got an email notification that he used his max HotSpot allowance, so he could play games on his computer. I need to be able to turn off his HotSpot somehow. Any tips on how?

Contact your carrier and ask them to disable the feature.
