Have you checked the Notes app for a Recently Deleted folder? If you were syncing Notes to iCloud, try going to iCloud.com/Notes using a computer browser to see if the notes are there or in a Recently Deleted folder. If you weren't syncing Notes to iCloud, restore from your backup.

Restoring from a backup erases all data currently on your device. Any data newer than when the backup was made will be erased. A restore is an all or nothing restore.
