11 inch iPad Prod frozen while setting up

I just bought a new 11-inch iPad Pro and while setting it up and backing up from icloud it froze the apple icon on. Tried everything to reset and switch off with no success. Can someone tell me what is wrong and how to fix the problem? Pressing and holding power will not turn off, nor will pressing and holding power and volume.

I can understand this must be quite frustrating! It sounds like you’ve tried everything to try and reboot your iPad. Just so we can rule anything out, please follow this Apple support document to restart your iPad.

If you connect your iPad to a Macintosh or Windows PC does iTunes recognize the device? If it does then try restoring your iPad in iTunes. If not then I’d suggest contacting AppleCare.

Yeah, just a pain to go to them for support for a brand new iPad. The set up actually worked, but the new boot froze as face recognition worked and everything was there from the old iPad, just the apps had to load when I got home. Apple really should have some kind of hard power off so you can solve this at home, rather than relying solely on a software power off
