Apple music will not download

Recently my apple music will not download onto my iPhone 7.

When I click for music to be downloaded and added to my library it is added, but the album artwork will not load and if I try to re-download the item the circle keeps repeatedly going around until it gives up.

I've found that turning iCloud music library off and on allows me to start downloading music again but it means I have to re-download my whole library and then the problem repeats again after a week or so, so i can no longer download any new music.

Can anybody help me with this?
