Safari doesn’t work with cellular data

So my safari won’t work without WiFi. I have searched to find answers but none have worked. I have already tried going into settings and turning off my data for 30 seconds and then turning it back on. I have also tried resetting my network, turning my phone on and off. I have double checked to make sure my cellular data is ON for my safari app. My old iPhone had the same problem and it carried over to my new phone. Please help!
