hello i stay in Romania east Europe was buy an ipad3 is locked can't use it dunno the last user is any service to pay to unlock ? i asking here cos a lot of scammers offer services but they not doing the unlock at all thank you

No one can unlock an activation locked device except the person who locked the device. No service you can pay can do it. Apple won't help you. We can't help you. Unless you know the previous owner, the one whose Apple ID and Password the device is locked to, you will NEVER be able to use this device. Even the FBI could not bypass activation lock.
Here are your options:
- Find the previous owner for assistance (virtually impossible since you don't know them)
- Return the device for refund
- Recycle the device responsibly
- Use it as a paperweight or coaster as that's all it's good for
