it isn't covered at all, they don't market devices as waterproof, but water resistant.
See this article for how to check the water indicator and for mention about warranty coverage.

From Apple's website:
Splash, Water, and Dust Resistant3
Rated IP68 (maximum depth of 2 meters up to 30 minutes) under IEC standard 60529
footnote/reference 3:
iPhone XS and iPhone XS Max are splash, water, and dust resistant and were tested under controlled laboratory conditions with a rating of IP68 under IEC standard 60529 (maximum depth of 2 meters up to 30 minutes). Splash, water, and dust resistance are not permanent conditions and resistance might decrease as a result of normal wear. Do not attempt to charge a wet iPhone; refer to the user guide for cleaning and drying instructions. Liquid damage not covered under warranty.
You can contact Apple directly but they will probably only help you recover information. They typically won't cover water damage. Was there a reason for washing your phone?
I forgot newer iPhone are supposed to be "water resistant".
"The iPhone XS has great water resistance, but it's far from waterproof. The iPhone XS is the first member of the lineup to sport an IP68 water resistance rating. This means that the iPhone XS is protected against "harmful dust," as well as submersion in more than one meter of water for up to 30 minutes.Sep 17, 2018"

A little bath should not have hurt the phone. What is the warranty like on this failure?
Would soap, which you should not use, make the water more slippery?

Apple will not assist you in recovering data from a damaged iPhone. But you are correct that they will not cover water damage. User damage is not covered under Apple's warranty.
In the future, you should know that water and electronics do not mix. Keep water away from all electronic devices.
You should look on youtube about recovering from water damage.

Agreed. If you want to wash your phone, I suggest getting a waterproof case for it and never taking it off. I used to use waterproof cases on my iPhone 4S and 6 but since the 7 I stopped
You buy a new phone. Apple will usually sell you an out-of-warranty replacement for less than the cost of a brand new one.
It's around $600 for the XS Max.

It would really matter what the OP determines was "washing it." While they will say that it is splash resistant, they still recommend against purposely immersing the phone.
