Apple payment

I added my new card to my apply pay (my old debit card was stolen) and it is not allowing me to update any applications or download any new ones for some reason. Every time I try to, it brings me back to the “update payments” screen and the card shows right there, but once I click out of the page and then when I try to download/update again it brings me right back to the confirmation of payment page again, where I see my card there in the options.. Yet won’t allow me to do anything. I tried to delete and then re add the card and it does the same thing.

What do I do?
