iPhone 7 camera shutter sound

my son bought a new iPhone 7 from eBay. Phone is all good but have since found it came from Japan and the camera shutter sound won't turn off whilst using snapchat. I know this is a legal requirement in some countries but wanting to check if he can reset it or do anything to turn the shutter sound off?
