Cannot download free apps

Could anyone explain to me why Apple Store refuses to download FREE apps without trying to send a payment to my credit card? Every time I try to download an app it requires additional verification and is requesting me to update billing information.

This is extremely frustrating and irritating.

iTunes and the App Store require a valid payment method even for free downloads. How Apple uses your payment information - Apple Support

If you can't remove your last payment method or use no payment method with your Apple ID - Apple Support
