Verification required

I keep getting a verification required when trying to download FREE apps. I read online to go into payment information and chose none. I don’t have that option. I have the new iPhone 10S. My card has money on it. It isn’t expired. So how do I get it to go away and download/update apps?

See this, If you can't remove your last payment method or use no payment method with your Apple ID - Apple Support Sounds like there is a problem with verifying your payment method or identity.
