Does it sound like a good strategy to turn off my watch's wifi when traveling internationally, when I am not in a wifi environment, and rely on bluetooth to connect to my phone?

You can turn it off if you wish, but in my experience having WiFi in standby doesn’t make a lot of difference to battery life. The best suggestion is to test for a day or two on your next travel and see if battery life improves significantly.
