This is not 'Apple Support', these are user forums and we are just fellow users - and it's obviously not a good idea to post your email address on a public forum.
If you now live in Thailand contact iTunes Support there and ask them to remove the balance from the account : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
