I received a notice from the AppStore that my phone had 14 viruses and I should download Secnet VPN from the App Store to correct this. Is this actually from apple or is it a scam?

No, such popup messages are scams. Close the offending page, and ignore sites that are involved in such ridiculous advertising tactics.
