Notes not syncing, same problem over and over..

Iphone SE running latest 12.3.1 with plenty of space and not to much apps is not syncing notes.. again..

Ical/Reminders/mails and all rest syncs fine. Only the Notes on my Iphone SE is a problem, all other devices are syncing normally. "On My Iphone" account is OFF

Tried all this:

Deleting all existing notes on Iphone SE

Enable/disable syncing of notes in SETTINGS/APPLE ID/ICLOUD and restarting (delete all notes on Iphone)

Removing the notes app, reinstalling and restarting

When I check Icloud.com all my notes are there, all is syncing with 2 macbook pro's, only the notes are not on my Iphone SE.

Only solution over and over is making a backup, wiping the Iphone SE clean, doing a fresh install and a 'restore from backup' Then it works, but after some time it just stops and I always notice too late it does not sync anymore.. Very annoying!

Please help Apple, how can I pinpoint and eliminate this problem?
