How can I find my photos on iCloud?

I followed the instructions & cant locate them in my photos app

iPhone 6s Plus, iOS 12

You have to set up iCloud photo library https://support.apple.com/en-in/HT204264

to configure the iPhone with iCloud server account , by using a web browser sign in with Apple ID and password used in iPhone at www.icloud.com
