Add iPhone number to iMessage on iPad with a different Apple ID

You can’t. The phone has to be associated with the Apple ID. It doesn’t work with different Apple ID’s.

Because email addresses don't require connection to a cellular radio like a phone number does. And no iPad has a cellular radio like a cell phone does.
