Make folder in a folder with different apps possible?

At my iPad/iPhone there are folders with different apps.

Is it possible to make an extra folder in such a folder with also different apps?

Or is there an app who can do that for the iPad/iPhone?

No. Only one level of folders is possible.

3rd party apps are not allowed to change system settings and features like that.
