IPhone touch screen doesn't respond to taps

my screen is on, but it doesn't respond when I tap, slide, or try other gestures. 

and I have already tried force restart but it doesn't work and now i cant get into my phone

How do I fix it?

Also my touch ID doesn't want to work or wants to take a thumb print
