iTunes purchased on old device

My iTunes purchased on old phone didn’t transfer can I get them without resetting my phone if they weren’t stored in the cloud

If they are still in the store : Redownload apps, music, movies, TV shows, and books from the App Store, iTunes Store, and Apple Books - Apple Support

Or do File > Devices > Transfer Purchases to copy them over from the old phone to your computer's iTunes library
