shared photo album

can a shared photo album be downloaded by person that the album is being shared with?

If you share the album as public web page, the subscribers can download each photo from the web page as described here: https://support.apple.com/kb/ph12077?locale=en_US

If the subscribers have an Apple device and can open the Photos.app, they can view the shared album in Photos and import the shared photos from the shared album to their Photos Library.
