I'm running High Sierra 10.13.6 and creating a Project in Photos. All going mostly well, but every time I try to rearrange the order of images towards the end of the project, it instead drops the photo right back at the beginning. I'm being very careful and steady with placement of images as I rearrange them but this is driving me nuts. Any ideas, please, for both my Project and my sanity?

For a slideshow it is easier to sort the photos on an album and then to create the slideshow from the sorted album. But if you are using a theme that allows several photos per slide, Photos may rearrange some photos to match the aspect ratio of the photos to the placeholder on the slide.
To create a slideshow from a sorted album select the slideshow in the sidebar, ctrl-click it or right-click it, then use the command "Create > Slideshow". DO not use the Create command in the File menu, that may mess up the sequence of photos again.

Which theme are you using? You simply cannot rearrange the slides freely, if you are using a theme with several photos on the slide. The sequence of the slide templates is fixed. If you drag a slide to a different position, it will be moved to a spot where the template fits. It is really like herding cats, when you try to arrange the slides manually. You should be able to drag the slides in a Ken Burns or Classic slideshow to any new position, because all slide templates are alike.
What kind of project? A photo book or a slideshow?
Most slideshow themes have a fixed sequence of templates and we cannot rearrange the photos freely. Only the basic themes "Classic" and "Ken Burns" don't use templates and we can drag the photos into any order we like.
I wanted to do it as a Project so it's set to music - the Project has a sidebar at the bottom of the screen showing the photos in order, and it's supposed to be possible to rearrange the order just by dragging and releasing. The problem I'm having is that when I drag and release an image near the end of the sidebar, it pops up at the start, two or three pictures in. I need to know why that's happening!

Doing it as leonié suggests will create the slideshow as a project where you can select music, theme, etc.
