Automatic photo upload to iCloud drive

My photos are not automatically uploading to iCloud Drive on my iPad Pro nor my iPhone XR even though I have the latest software update installed and every option toggled on for iCloud Drive to upload. I have plenty of iCloud storage left to use. In addition I have toggled everything off and on, turned off the device and back on, done a hard reset and even reset network settings. What could possibly be wrong?
