When incoming Mail Considered "Read"?

Incoming Apple Mail (11.5) hits my Inbox and initially appears with a blue dot beside it, designating it as "Unread". For a sender with an ability to determine whether their mail has been read, does Apple Mail only give a "read" notification when the mail is actually opened?
