photos missing

I was going through my photos on my phone and was deleting old ones from a long time ago to free up some space. I then go and log into my icloud but they were also deleted off of my icloud. How did this happen if they were just there saved and now they are gone and i just didnt want them on my phone i wanted them on my computer and now i dont know where they are and i need them.

iCloud Photos Library is a syncing service. The photos in iCloud are always the same as on your synced devices. It is not a separate external storage. When you are using iCloud Photos and modify your Photos Library on one device by adjusting or deleting Photos, the changes are syncing to iCloud. The photos in iCloud will always be the same as on your iPhone, when you are using iCloud Photos. So do not delete photos from your iPhone, that you want to keep in iCloud, while your iPhone is syncing with iCloud Photos. The only way to save storage on your iPhone by using iCloud is the "Optimize iPhone Storage" setting for iCloud Photos. Then iCloud Photos will remove photos you have not used for some time from your iPhone and replace them by smaller, optimied versions for browsing. But do not delete any photo you want to keep.
