So I just reaized that I have not been getting emails on my icloud @me mail for the last month after I downgraded my storage. I paid up for 50GB and was hoping the emails would appear but no ...are they gone gone?

They are gone. There was nowhere to store them. Apple's system relays them to you and never has custody of them.
You can the senders to resend them from their sent mailbox.
