Why can’t I download free apps without having a valid credit card information on my device???

Is it a new account ? If it is you presumably didn't use these instructions when creating it : Create or use an Apple ID without a payment method - Apple Support

If it's an existing account that has already downloaded content what happens, what message/prompt shows ?
