My game pigeon isn’t working it isn’t an option in iMessage and when I look at so store it says downloaded but won’t do anything

If only that app isn't working, it should be a problem related to that app, not to your iphone.
Try to delete it, restart your iPhone, then download/install it again.
If that doesn't help you, contact the manufacturer's support team and ask them.
