Apple Pay is temporarily unavailable

Hi, I have a problem with add my card to Apple Pay. When I have try do it, I can see error: Could not add card or "apple pay is temporarily unavailable"

I wrote in the my bank and they said that the problem appear in the Apple side

iPhone 8 Plus, iOS 12

Try to add the card manually through settings>wallet. If you can't add cards to Wallet for Apple Pay - Apple Support
