having trouble adding new payment method as old method needs verification but no longer have account that includes this card.Can not remove old payment method as I am the family organiser and need one on file.So facts are can not add payment method,can not verify old payment method and can not remove payment method
Try adding the new card and removing the old one via https://appleid.apple.com/account/manage
