Backup of photos
I turned off iCloud photos. Does my next iCloud backup now contain the photos that are on my phone. The document I read indicated that with iCloud photo on photos were not part of your backup.

Yes.
Library off means photos are in an iCloud or iTunes backup. For an iCloud backup, this assumes you have the required space to accommodate your photos.
