We’re not in a position to speculate about Mac futures around here. The folks that knows the Apple plans—beyond what Apple has already disclosed—are unlikely to post those plans here.

Of what we know...

No Mac has Face ID support as yet.

Touch ID support is available, and requires a Mac with the T2 hardware.

A 2013-era Mac predates the T2 and Touch ID support and related security enhancements.

As for what can be upgraded, Apple has posted a list of what Mac hardware will run the most recent betas of Catalina; the next macOS release. Some 2013-era Mac systems will run the beta, and some will not.

There is no obvious mention of Face ID associated with the upcoming macOS Catalina release.

(Caveat: do not run the Catalina beta on any Mac and with any iCloud Apple ID environment that you need to work, and need to work reliably. Do expect to need to wipe and reset and reinstall a beta on occasion. Do not assume that a beta and any app or documents co-resident can be upgraded. A beta can hose stuff.)
