Why isn’t Face ID available on iPad 12.9 second gen but it is on 11 2nd gen? And why isn’t on my MacBook Pro 2017? Makes no sense.

Face ID is driven by hardware.
It's not "just a camera" but a fairly advanced, 3-D infrared imaging system with a matching security processor.
If your OS doesn't provide a setup menu, it's because the device doesn't have the necessary hardware.

It makes every sense. The sensor hardware (TrueDepth Camera and IR Projector) required for the FaceID feature is not present on the older models of iPad Pro or Mac.
For iPad, FaceID is only available on the 2018 and 2020 models of iPad Pro - these being:
These models of iPad Pro have no physical Home Button and have a USB-C connector. Earlier versions of iPad Pro have TouchID built-in to the physical Home Button - and have a Lightning connector.
