Cant access apple ID account. Recovery email being sent to same email address I cant

Went onto Ipad and the screen show that it needs Activation but i know the email address but not the password so i went down the route of forgot password and it had 2 options of sending email to recovery email address and secruity questions.

The recovery address is the same email as the icloud account so i cant access that and the secruity questions keep saying im wrong too. If anyone could help that would be great as it is my sons ipad
