I want to change Apple ID to recovery email

My current Apple ID is my work email and my recovery is my personal email. My company(a theatre) unfortunately did not survive the pandemic so I would like to change my ID to my personal (recovery) email and it won’t let me. I have another little used email address to use as new recovery but I can’t figure this out. Thank you
