trying to upgrade from 10.12.6 to 10.13.6

Hi, I was trying to do an upgrade from 10.12.6 to 10.13.6. I found 10.13.6 on the apple sight, download it but its saying in need to install 10.13 first . I can seem to find 10.13

Mac Pro, macOS 10.12

Ah, you found the 10.13.6 Combo Update, which only updates 10.13.0 through 10.13.5, you shouldn't need it.
