There are two different possible lock mechanisms. If you have a passcode problem If you forgot your Apple Watch passcode - Apple Support should give the steps to clear it and start again. If you have hit Activation Lock trying to setup a watch you need the original Apple ID login details, or if the watch was pre-owned you need the original owner to release the lock.
