i have this blue bar on the top of my notification and lock screen. It just 50% showing and I don’t know what it is. Tried turning on hotspot and turning off but it didn’t work. I’m stumped.

I have an iPhone Xr and the blue bubble behind the time does turn on when I turn on the hotspot and turns off but what is this blue status bar up top. I tried resetting the phone and even erased all contents to no luck at all.
