iPhone not being recognized when plugged in to Mac through USB

I have two iPhones of the same model (SE). When I plug them into my Mac with a USB cord, one is recognized and I can upload the pictures, but the other is does not show up in Photos or on iTunes. Any ideas about how to get the other iPhone to work?
