Your Mac sets the fans speed several times a second in a feedback loop, based on measured temperatures inside the computer. If the SMC micro controller than runs this process crashes, Fail-Safe Hardware will cause the fans to switch to Maximum speed within seconds.
There are several utilities available that can increase the minimum fan speed, but none that decrease it. If you were able to arbitrarily reduce the fan speed, your computer would overheat and malfunction.
You need to address the reasons why your Mac is so hot, or thinks it is so hot.
Your Mac does not have a T2 chip. If you used the T2 chip procedure, it will not do anything.

Actually that's correct Macs Fan Control can bypass fan speeds but with the Mac Pro 2013s, this is a dangerous game.
