Reset iPad but still asking for old passcode that I don't know

I recently had my iPad repaired for a cracked screen. It had sat on a shelf for a few months. I don't remember the passcode, so I reset it on my computer with iTunes. I know my Apple ID and password. After setting up the iPad it asks for my old passcode and disables the functions of several apps, like iMessage and FaceTime. I reset it a 2nd time from the iPad itself. The same problem continues. How can I get past this. I now have a good iPad with no functionality! Please help...
