Error message when changing country code on APPLE ID

Does anyone know how to change country on APPLE ID? I have tried via the Account Settings, and APPLE ID website but both have locked my location in the United States.


I am trying to change the billing address on my account to Bermuda/ and I want to change the Country/Region to Bermuda.

iPhone X, iOS 12

If you've tried on both your phone and computer's iTunes contact iTunes Support : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
