Apple Pay won’t set up with cafd

I have recently got a new phone. I had Apple Pay on my last phone but have since reset and sold that. Now I am unable to set up my card after multiple attempts saying ‘card not added. Contact card issuer for more information’. I looked online and tried restarting, signing in and out of iCloud and turned off passcode etc but nothing has worked.
