Do I buy Final Cut Pro x again when I purchase a new MacBook Pro if I already had it on my MacBook Air?

No need to repurchase. Just log into the App store with the same Apple ID you used to originally purchase FCP X and download it from there.

First, you don’t have to repurchase it. The best procedure when you sell a computer is to boot on an external drive, burn the system drive in the computer and install the OS but leave it uninitialized for the purchaser to complete how they like. If you don’t want to do that just remove all the applications on the system drive that were installed. Apple System applications can’t to trashed so there’s no danger there.
