Give this a try. Go to Screen Time > Content & Privacy Restrictions > Allow Changes > Make Sure Account Changes is Allow

Try going into Settings -> Accounts & Passwords -> Removing any mail account listed and readding your mail account.

It sounds like something else might be going on. I’ve spent a good chunk of time researching this and I’ve come back with no results. The best thing to do now is to restore your iPad. This will install a fresh copy of the iPad’s system software on your iPad and then you can restore from a backup.
Who is your email provider? Are you able to log into their website? It sounds like its more of a problem with your accounts then with your iPad.

I did. It didn't work.
I tried this. It accepts the removal, but won't let me add new accounts.
Works fine with Gmail and Yahoo apps and webs. In iPad email can’t get out of add an account. I go through all the steps and authentications but nothing happens.
