To my best knowledge the latest version of iTunes 64 is not compatible with Windows 10 built 19.03
the only way is to run the compatibility option right click on the installer for a win 8 like!

so thinking wait before updating windows but their is no safe option for that or don't install the latest ITunes but how long should the wait be? And the fix?

The assistance from Apple Canada was clear about a fresh start but it's not working the real answer came from Microsoft support and they are well aware of the issue *indicating latest built compatibility issues*. According to support agent itunes will work only with compatibility option for a trouble free install. Later a fixed version is likely to be.

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. When reinstalling right click on the downloaded setup file and use run as administrator. It may also help to temporarily disable any non-Microsoft anti-virus.
