Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option. You may need to pick a problem that is slightly different than yours to get a chat option.

Just to inform you that today I was able to add the “phone billing” as payment method.
Probably it was some temporary issue yesterday.

I have iCloud subscription that was working till today. All day I was receiving notification for “issue with the payment method” that need to be “updated”. Finally I add a card payment and deleted the “phone billing” one.
After that I was trying to add the “phone billing” one and the mentioned error appear.
Change the wifi “source”, trying with mobile data - still the same...
I contacted the carrier provider “A1 Bulgaria”, but they wasn’t able to help.
I was sent “the issue” to the apple via the form.
I assume it’s an issue with the latest iOS 12.4
