Downgrade iCloud Storage

When downgrading iCloud storage, what happens to any data that exceeds the new (Free 5G) amount. Are text messages/photos/etc deleted from my phone and/or Cloud?

You should have to delete content to get down to the 5 gig before you can downgrade, so you can choose what to remove.
