Migration to iPhone XRT

Does the new sim card have to be installed in a new iPhone XR before starting migration from an iPhone 6 Plus when placing the phones next to each other? The iPhone 6 Plus has already been updated to iOS 12.4.

Well, since you cannot activate an iPhone without a SIM installed, I would be inclined to say yes, you must install it.

It doesn't answer my question about the SIM card. The Quick Start guide doesn't mention anything about installing a SIM card before migration.
