apple pay "payment could not be completed"

Hello everybody. I got one problem with payment.

it was work smoothly however from 2 weeks every time when I try to use error message show

"payment could not be completed"

I have remove the card and add it again same error the funny part it works normally on apple watchhttps://www.youtube.com/watch?v=F0bonJER7NA&feature=youtu.be

My Apple Pay is set up and my cards are accepted but when I try to purchase an app I get a message saying that I need to add another payment method. But even after providing the card info, system says payment could not be verified. Help? My payment method cannot be verified when I try to purchase an app even though my Apple ID is set up with the same cards, and my Apple Pay is operational. I get the same notification: Your payment could not be verified. Please contact Apple Support for more information. Can someone please help?

Make sure all the payment information is correct by tapping the card and then the three dots in the top right corner. Also, make sure it is correct in Apple ID - Change, add, or remove Apple ID payment methods - Apple Support
